John Otto, the primary force behind early trailbuilding in the Monument, named the tower and created footholds so that he could climb to the top, where he placed a flag. According to Al Look, Otto wanted to marry his fiancé on top of the Monument. She refused and so they married instead at its base. Jeanette LeBeau, who spent her childhood in Fruita and on Pinon Mesa, describes climbing to the top of Independence Monument in her stockinged feet as a girl in the early Twentieth century.
