National Park Service engineer Thomas W. Secrest surveyed its route in 1931. It was constructed largely by Civilian Conservation Corps crews during the 1930’s. Such crews were staffed both by local men and by men who lived in CCC camps on the Monument itself. Secrest presided over the road’s construction, and Bill Little was the foreman. Several men died from construction accidents on Rim Rock Drive, with nine dead from one accident in the construction of an open-faced tunnel on December 11, 1932. The National Parks Service finished the road after World War II. The Monument receives thousands of annual visitors via the road.
