<marmot:placeNotes>The second Lowell School was built in 1925, following the passage of a bond issue that also funded the construction of three other schools. It was south of the intersection of 7th Street and Grand Avenue, next to what was then the location of Grand Junction Public Library's first building (which was located closer to the corner. The Mesa County Jail was, according to William "Bill" Ela, on the same grounds, located southeast of the school. Upon the school's completion, the lower grades were transferred from the old Lowell building, at 5th Street between Rood and White Avenues, to the new location at 310 North 7th Street.

In 1947, the school began a remedial education program in which lower-performing students were placed together in one class taught by Helen (Young) Johnson. According to Johnson, she concentrated on teaching the children how to read, because all of the other subjects depended on that ability. Once the children had caught up with reading standards, they were able to proceed to the next grade.

In 1972, the Lowell School and Emerson Schools closed, and their students were transferred to Columbine Elementary School in the remodeled Grand Junction Junior High School building at 9th Street and Chipeta Avenue. R-5 High School, an alternative school for Mesa County School District 51 students, opened in the old Lowell Building in 1973, and continued operation there until 2016, when a new R-5 building opened at 445 N 22nd Street.
